Objective of the assignment: The launch of National Green Hydrogen Mission in 2021 facilitates the transition from fossil fuel / fossil fuel-based feed stocks to green hydrogen / green ammonia. The notification of this policy is one of the major steps in this endeavor to provide a conducive environment for production of green hydrogen/green ammonia and to develop a sense of commitment in the larger stakeholder group both at national and international level. In order to achieve the envisaged target of producing five million tonnes of green hydrogen per annum by 2030 and become a production and export hub for the fuel; numerous steps and developments across the green hydrogen value chain are being envisaged. One of the critical enablers would be development of Hydrogen Valleys/Hubs or Clusters- where several hydrogen applications are combined and integrated into a hydrogen ecosystem that consumes a significant amount of hydrogen, improving the economics behind the project. Hydrogen Valleys are an important step towards locally integrated hydrogen ecosystems. Not only can they provide sustainable energy, but they are also major drivers of industrial development and job creation.
Background:On behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK), the project "Implementation of the International Hydrogen Ramp-up Program" (H2-Uppp) promotes green hydrogen (H2) and power-to-X (PtX) projects, especially in developing and emerging countries, by means of public-private partnerships with industry (PPP). In view of the Paris climate protection goals, many countries worldwide are moving towards green H2 and its downstream products. Especially for the decarbonisation of industries that are difficult to electrify, such as the steel, chemical or aviation industries, green H2 and power-to-X (PtX) technologies can play a key role. However, H2 market development, especially in developing and emerging countries, requires targeted support to identify economic production and use pathways, project opportunities along the value chain and develop business models. In addition to targeted expert advice and support in project development by development cooperation, the know-how and willingness to invest of the private sector can make an important contribution. The aim of the project is therefore to further develop markets for green H2/PtX technologies, particularly in developing and emerging countries (ODA countries), through partnerships with the private sector and public-private pilot projects.
